Energy Savers for Two-Flats, brought to you by The ComEd® Energy Efficiency Program in partnership with the Chicago Bungalow Association, provides customers with free home energy upgrades. 


Services include air sealing, exterior-facing wall insulation, a clean and tune of a furnace or boiler, high efficiency ventilation fans installed in your bathrooms, weather stripping of your doors, and more. Your property may be eligible for possible health and safety components, depending on needs at your specific building. 

IMPORTANT: There is a limited amount of funding available. 
Eligibility Requirements

  • Two-Flat building type with both apartments inhabited

  • Owner occupied in at least one apartment

  • Must have an active ComEd® account

  • Properties must be located within a census tract with at least 60% of its households’ incomes at or below 80% Area Medium Income. Upon receipt of your application, CBA will determine your building's eligibility. For questions, contact

Utility Information

I authorize the Electric and Local Gas Utility to release electric and/or gas consumption records for the past, present, and future years of the building owner listed on this form, for the purpose of tracking fuel use in my building. These records will be used solely for the purpose of measuring performance outcomes from any Energy Savers funded retrofitting, and will remain confidential.

Building Owner Certification/Signature

I certify that I currently own and occupy the above mentioned property as my principal residence. I understand and agree that such occupancy is a condition of eligibility for the Energy Savers offering. I certify that I have read and understand this requirement.


As of the time of making this application, any inaccuracy in the status of the subject property as my principal residence, shall be grounds for rescission and recapture of any retrofit work made to the undersigned by the Chicago Bungalow Association. I agree that in such instance, my proceeds shall be immediately due and payable in full to the Chicago Bungalow Association. I agree to pay any charges or other costs that the Chicago Bungalow Association may incur as a result of collection actions, including, but not limited to, attorney’s fees.


I will be informed of services to be provided in writing, in the form of a contractor’s work order, before agreeing to have the work done.


Significant structural issues or extreme barriers to access may impede the weatherization repair/retrofit process. The Chicago Bungalow Association reserves the right to consider these situations on a case-by-case basis. This application does not constitute a contract. I acknowledge that the Chicago Bungalow Association reserves the right to reject the application for any reason.
